York is a better location, centered on the island, with lots of bounties coming from there. Only problem is that the MG is not well liked there, your likely to end up dead. Derby is MG friendly, at least theres few ppl who will be out for your blood, but it is off to the east side of the Island.

They each have pros and cons, but I've you wanted my opinion, go for York. It may be hard to get going, but once you do, it'll work out better in the long run. No 3+day treks across the island if you hit rez at home shammy.
